You are encouraged to vote entirely below the line, placing decreasing preferences for each candidate as per your own preferences.  Start at one for your first preference, then count upwards for each subsequently less important preference.  Don't repeat or skip any numbers.

Andrew is a candidate for the upper house, he would be a representative for the entire state.  It's the lower house that determines which party is in power.  You can, and should, vote for any candidate that you prefer for the upper house, regardless of which party you vote for in the lower house
